This is one of the major restoration projects in Northern Ireland and the building is the new Civic and Council Headquarters for Newtownabbey Borough Council. The scheme entailed the demolition of existing out buildings on the site, the refurbishment and conversion of existing mill buildings along with a new build extension. Extensive environmental improvements were also carried out to the surrounding area and pond.

The project won the NI Construction Federation Award 2000 and Best Public Office Sunday Times Gestetner Award 2000.

The building contains all the Council's department offices, Council Chamber, Mayor's Office and a large restaurant area open to the public with splendid views of Mossley and surrounding hills.
