The prestigious landmark building is situated in Linenhall Street to the rear of Belfast's City Hall to provide offices for Belfast City Council. The building is Belfast's major atrium style building and is clad with Portland Roach Stone and Mourne Granite with a brise soleil louvre system to the curtain walling.

The development consists of 70,000 sq ft of offices on five floors with integrated carparking. The building is named after Cecil Ward a former Town Clerk of Belfast City Council.
